I wouldn't worry about it, it really is very normal neutered or not. It seems to come and go and some dogs seem to have this discharge more than others. Unless the area is red or the discharge is excessive (dripping) it is not likely a concern.
I have a dog that used to lay on the back of my sofa and leave little spots of it, a breeder friend visited one time and when the dog got down and there were little spots of white damp spots she laughed and said oh he leaves "pecker tracks" too. Luckily he doesn't use the furniture to wipe himself anymore, its hard to clean.
I would guess he is just being a boy.

Therese, thanks so much… your comments have put me at ease. You know how much I love my boy, and if there is the slightest chance of a medical problem, it's a vet appointment for Kipawa! I'll cancel the appointment, and just keep an eye on it and make sure nothing changes. P.S. Cancelling the vet appointment also means I don't have to be spoken to regarding Kipawa still being intact. I wish we had a real basenji-savvy vet, but overall they are great - unfortunately they don't have the background breeders do regarding bone growth.
