it is very cool that the UK has changed and after 01-01-2012 you will not have to deal with the 6 month quarantine.
Pups can get their rabies vax at 12 weeks of age and then wait 21 days before import to the UK.

Where are you located? I have several breeders to recommend in the midwest! In the meantime, checking the BCOA list as Tanza suggested is a good place to start. Be warned though, puppies are being born this time of the year and many breeders have waiting lists!

i got my 2 year old basenji to accompany my other boy and hes been awesome!!!!
I think that many adopters would pay for the cost. And add to that if it is a situation that a person has contacted BRAT to give up the dog and he/she is not tested then they should be required to put up that fee.
I think that BRAT does an excellent job in most respects, however this is one point that I really disagree with not testing. I am not sure that they would agree to test even if people covered the cost
