safe bug repellent?

My girl is getting bitten on her belly by the swarms of black flies here in lovely New Hampshire and I'm looking for a safe repellent that I can use on this area. She regularly licks and washes her belly - maybe due to bug bite irritation or just her clean self at work. I obviously don't want to waste money on something that doesn't work and it has to be safe for her. Next up after black flies will be mosquito season ...

I recommend a visit to the local farmer supply store. They would be the best ones to advise you on local pests and how you can deal with them. And please, share what you find out!
