I am new and came across your forum through a google search. I recently adopted India from a shelter in New Mexico. After reading up on breeds, I feel as if she may be part Basenji. Sorry, not exactly sure where to post this, but figured someone one here would know ;)
I would have to say yes, I believe your loving India is in fact, part Basenji. After the research that you have done, does she have the typical Basenji charicteristics.

You can upload from your computer. Click on the symbol 2nd from the right at the top of the compose box. Make sure your picture file is not too large! Or you can link to a picture that is already on line (symbol 5th from right, above).
I am no expert but I looked at the photo before reading your post and I thought it was one. The classic white shoulders, upright ears, pointed nose and shape of face....I agree a profile view would add but it would not be hard to convince me this dog has some basenji genes.
, even the strange voices seem to appear in many pariah type dogs.
I can so see that, Moses, our almost 9 month old portuguese podengo grande sounds just like a howlling, yodeling basenji at times, then he breaks into this excruciatingly loud bark..

The weird thing about the Dobie that made us think maybe Basenji is that the white spots on her are all the same markings that my Basenji mix has. Is there a dog that has the same markings as a Basenji?
Lots of dogs. That white pattern is called Irish Spotting. Off the top of my head…collies, border collies, australian shepherds, boxers, great danes...I am sure there are bunches more...
