The puppies are Shiba Inus…
and the cam does go offline for short periods of time.. but fear NOT! you can check back later.

That links you to the stream profile (with stats and comments etc), and for some reason that page crashes my browser. So if that happens to anyone else or you just want the puppies on full screen mode you can use this link: http://cdn1.ustream.tv/swf/4/viewer.45.swf?cid=317016

(it was taken directly from the TIME article, and I have been using it, so I know it works when the web cam is up)
