Help sizing a Martingale collar??

Hello- I am going to order a martingale collar for Meeka, and they custom make them whatever size you want, like a small is usually 8-12 inches, but you can custom that. So what is the best way to measure to give me the range I would want it to be?? I dont want it to be too loose or too tight when pulled.. this is my first martingale, so any help is welcomed! thanks!!
