Some things cannot be fixed. I urge you to get a qualified behaviorist (veterinary) to evaluate him. If he is truly unstable, rehoming him is not fair to him or the new home.

Whatever she is, she is cute. Very floppy ears. She could be a mix, and I agree that if there is basenji in her, a calm home is the best. If kids in the home, they should probably be very dog savvy and/or older.
I hadn't realized that there was an eBay classified where dogs are listed. Do the BRAT and rescue folks check the classified section of eBay? Hats off to all of you who do rescue work. You're angels.
