There should be a way to verify ownership and/or vets office via the rabies tag/number.

A red and white male B apparently wandered onto a ranch in Turlock, California - about 1.5 hours south of Sacramento. BRAT has contacted me about helping out w/ this dog and I am thinking about helping to transport and maybe fostering him if he and Lenny can get along.
I'm getting more details but would be great to find his rightful owner!
Maybe the b' has a microchip?
Not sure - if I get him I can take him to the vet to check. BRAT rep down here is getting more info for me so we can see if it might be a good fit for us to foster.

LOL - Yep! Moved to Sacramento in March! I've been kind of MIA on the forums - it's been a crazy few months - got married in June (in Michigan) and have changed jobs TWICE since being here!

Thanks, i was wondering why someone in Conn was going to foster a found dog in Cali. Is it strange for you with the water being on the wrong side and all?
