Walking on leash is miserable. He pulls, sniffs every bush -pole - rock, and forget about it if another dog passes within 100ft. Any one have success stories?

My 11 week old basenji boy has no problem holding his pee when he is in his crate and play pen. When he is in the house he seems to not think that is is his "house" as well and will pee on any carpeted or textured surface. Is there a point when basenji realize that potty inside the house is a no go?
I have a 10 week old Basenji puppy ( he's been in my possession for two weeks now). Its just the two of us in my apartment.
A few days ago his play biting turned painful. Every time I go to pet him or pick him up (I must carry him down stairs to get outside) he nips at me. He's also always nipping at my feet and hem of pants. I'm a first time dog owner and loosing my cool. This is so frustrating.
How do I curb this?
Yes, I take him outside as soon as I see him heading toward the box. I want to be able to keep it because I'm gone for work in the evenings. Unfortunately, I'm at a loss for what is the greater option (litter box or outside potty only) since I'm a first time dog owner.
My 9 week old puppy came from the breeder litter box trained. It's convenient, and I keep it in the house. The problem is I dont think my puppy is learning to "hold it" for longer while he is inside a home.
